[Shotimes] Smog techs don't have a clue

In CA, they have to look under the hood to connect the RPM probe to a plug wire
(dyno test.) They do an underhood inspection (for EGR, PCV if applicable, etc.) I
have never seen them crawl under the car to look for cats.  They do check the gas
cap for leaks and just use one probe for the dual exhaust outlets.
