[Shotimes] Starting Issues

I guess Im having a brain fart, or its just to cold in My building to think
straight..

Did a motor swap over the last few days, with a known good motor. Swapped it
into this car and now I can not get it to start..  its a 93ATX .

Motor is only turning over at 200rpm trying to start, I figuring its cold
and just slow, palm a few plugs and its soaked with gas, so I know the
injectors are firing. Checked for spark as well and got plenty of that (for
200rpm) . I changed out the battery to a new one same thing! I pulled all
the plugs out to see if it would turn over faster and its still at 200prm
with no plugs. Then Im thinking maybe the starter because of the horrible
noise coming from it (electrical motor working real hard noise) like a whine
with a rasp.  It just will not turn at a decent speed.

Installed New Battery
New Starter
Pulled the plugs to eliminate compression
Had a jump pack on with the New Battery to help spin faster..

Im thinking some kind of voltage issue because of the sound from the starter
area and that its just turning over so slow.   Can the starter be hooked up
to work in reverse?  Could it be turning the wrong way? I know this stuff is
simple but Im wondering it its possible..  Both Starters 1 old and 1 new
sound like the bendix is trying to move a tank.  Could a cable that was
maybe corroded weakened more and only letting a little bit of juice to the
starter?

Inside shop temps with 2 heaters 32 degrees
Concrete floor in heated section of shop 6 degrees
Toes- bright red

Someone tell me that Im not thinking straight in this cold weather
