[Shotimes] OT - Strange sign on New York Tollway

Driving Buffalo to Syracuse a few times a year I've asked 
the same question.  "Lower fuel prices in effect!  BS!"

Once upon a time (70s, 80s?), the gas prices were higher 
on the I-90 compared to the off highway prices.  It was 
accepted as another toll, keeping the exit-to-exit tolls 
low.  I believe at some point during the Cuomo 
administration they lowered the gas prices and raised the 
tolls - keeping the tax income roughly the same.

Regardless - it is a shoddy highway for how much money it 
earns.  I'd expect the Autobahn.

When it comes to tolls - I miss the southeast.  I never 
saw one once past West Virginia.
