If you want to go cheaper, you can go with something like a HI8 camcorder,
then buy something like Pinnacle Studio software with video capture card.
The specs on your computer are what Mark said, basically you need a decent
P4 or equivalent machine with ATA-100 or better IDE interface and a good
80GB harddrive or larger that runs at 7200RPM. You should be able to
stream the video and audio to the computer without loss of any significant
number of frames. With Pinnacle software, you can then convert the raw
AVI file (this sucker will be huge) onto a DVD. There are good
compression options with it, along with menu generation capability to help
navigate the video. The software also has decent editing capabilities for
a windoze platform.
