[Shotimes] OT: 2005 F1 Season

Zach, The potential technology limitation has to do with budgets of big
teams versus small teams.  The likes of Williams and McLaren with
virtually unlimited budgets through the help of manufacturers like BMW and
Mercedes respectively completely dwarf the budget of teams like Minardi
and Jordan.  The one engine per 2 races rule or one set of tires per race
or limitations on amount testing are all partly aimed at reducing costs
and trying to bring new teams into the series.
