a rough gauge of how tight to make the belt should be this:  You
should be able to twist the belt about 90 degrees on the longest
straight section.  too little tension and the belt will slip on A/C
engagement (or hop offf), too much and it will damage bearings in
components.  There is a pretty big window though, and you should not
have a problem getting it in there w/o a gauge.

There should be a lip on all the pulleys to keep the belt on, is that
present and undamaged?  This is turning out to be an interesting
problem.
