[Shotimes] 95 MTX Running Terribly Rich

Check the little black vent valve on the top of the tank.  If you have filled the tank to the brim many times, then that valve stays open, leaking the fumes out.  I replaced mine and it helped with the smell.

Mike, This doesn't necessarily mean the car is running rich.

When you open the gas cap, do you hear a loud hissing noise. If so,
it mean you have a restriction in the venting path back to the gas
tank causing excessive pressure in the fuel system. In many
instances, the smell can come from the front of the car. Two possoble
causes is that the CANP solenoid has failed or there is restriction in
the return line back to the tank. I've had a situation on my 92 where
the T junction right by the radiator drain cock had become plugged
with a white parrafin substance that I was able to clear with a paper
clip. One way to test this is to disconnect the tubing in one of
several places, and with the gas cap removed, take a baggie and cover
the filler neck with a baggie and use a rubberband to secure it to the
neck. While a help watches, blow into the tubing up front of the car
and ensure the baggie inflates. If there is a restriction, the gas
fumes need a place to go.
Play around with this and you will figure out what's wrong.
