BINGO!!!!  Good job Mike.  That is the exact same problem my 92 had. 
You will find your problem is now solved.

As for the CANP solenoid, the EEC will hold that valve closed when the
car is first started and will open once it reaches operating
temperature.  The driver in the PCM is weak and is known to fail
prematurely, so buying a new solenoid won't do anything.  I really
believe you are good to go now.

No one has been able to explain to me why the white cocaine substance
forms there.  It might be a paraffin byproduct of gasoline.  Dunno.
