Speaking of ground straps getting fouled do not forget the one on the
underside of the car. It is exposed to the elements and road grime. Mine
attaches to the body from the starter.

Recently I experienced an issue similar to yours. I disconnected the ground
strap at the body end...cleaned up the surfaces where contact is made and then
tightened everything down.

Started up first try.
