When you do a valve job you grind away some of the valve seat & the valve
itself, which makes the valve stem go higher into the head. The machinist
should then grind off some of the valve stem to accomodate for this.
You need to know what your assembled height was before disassembling &
grinding the valves so that you can bring the valve assembly back to that
height. Also you have to put washers under the valve springs to make their
height the same as it was before the valve job,because the groove on the
valve stem for the keeper will raise.
If you got new push rods perhaps they are too long-compare them to your old
push rods.
Or like you said maybe the head has been milled too much making your push
rods too long. Or a combination of all of the above, since there is quite
a lot of adjustment allowed for with the adjustment screws.
When we overhauled our engine, we got our camshaft reground & our lifters
reconditioned (which means that they ground off the bottoms of the lifters).
Maybe it's possible to get you back in range with doing that.
