have you tried centralising the needle jet ?

you do this by unscrewing the inner brass screw underneath the carb. I
can dig out the manual and type some notes if you think it may be this.
One part I can reacll is that 'when relaesed, the piston should drop and
hit the bottom with a slap'. I assume the piston return spring is OK.

Also, the diaphragm should have two locating blocks moulded inot the
rubber, one to go in the top of the piston and the other to go into a
slot in the top of the carb body.

If these are not in place, the piston may be rotated out of its normal
position. This may also stop the carburettor top from screwing down
straight.
