Nice points. Especially the 2500 rpm thing. Soundslike a burocratic 
decision; "test it at idle and at running speed" -  with no thought to 
the loading.
Remember also that a nicely tuned engine is not the lowest polluter. In 
fact many of the things that I remember from years ago about tuning an 
engine are in direct opposition to what one hears now to reduce 
pollution.
