        This is basically the system used here in Washington State.
Four Wheel drive vehicles are are tested staticly, with out the rollers,
because of some tried this, and the traction controll unit kicked in and
locked the transfercase internal diferential, and sent the truck
hurtling out of the building out of control, and into traffic causing a
accident. From then on, they are tested in neutural.
