Run on is the "Dieseling" of the motor after normal shutoff
has occured.
It occurs when fuel is made available, and there is a hot
enough spot in the combustion chamber to light off the
compressed mixture, without the spark plugs.
In most cases, run on occurs when the engine is very hot, usually
from some other problem "like retarded timing", and idle of the car
is either set too high, or due to the condition of the engine, the
idle is set to a more open position then the motor normally
would need. The fuel generally comes from the progression
circuit, but can come from fuel percolation if the motor is really
hot.
This is typical of an engine with retarded timing, AND where the
RPMs run lower, so the throttle is opened a tad to compensate.
Here, you get the higher temperatures, and the more opened
throttle condition.
Late model cars with carbs, used a solenoid that would allow
full closure of the throttles when the engine is shut off.
This usually cured the problem.
