Both air and coolant flows are factors. Reducing the air leakage past the
heater core and into the passenger compartment will help, but the more basic
problem is that the heater core itself is getting hot. I'd check the heater
valve, too. Since there's almost always some leakage around these valves even
when they're off, the core will probably be warm - but it should not be hot.

The Datsun roadsters had a shunt valve in the engine compartment that could be
used to bypass the heater core during the Summer months. Worked like a champ -
made a big difference in comfort on those hot days when each fraction of a
degree is noticed. I've been thinking of adding a similar mod to the Series
II; the hose set-up looks to be pretty amenable.
