Carb rebuilding

I am rebuilding a SV. Just starting the engine. It was rebuilt 14 years
ago with 500 miles on it before the car was totaled.

Question: in your collective opinions, without actually breaking open a
carb, is it necessary to rebuild them simply due to age? I have been told
some cork gaskets need fuel in order to stay moist and make a good seal.
