Kurt and gang , working in the asphalt business and getting messy on more than one occasion, I have tried just about every thing short of DYNOMITE!!!!. On lighter oils and tars I use the old stand by W-D40. Soak the area well and clean with a putty knife, a newer product is from ZEP chemilas, Big Orange. Same operation but works well on heaver stuff. Smells a heck of alot better and cleans up with hot soapy water. After the heavy stuff is out. chuck, with gooey stuff on Shoes, pants and body.
