Stromberg quiz

I have several Stomberg CD150's. (Series 5) The way the need attaches to
the air valve (piston) is slightly different in each. There is a set screw
in the side of the air valve to lock down the needle. On some, the needle
then remains fixed with respect to the rest of the air valve. On others,
the part of the air valve that the needle locks into moves up and down
about 1/8 inch. Therefore the needle moves in the jet. Is this by design
or is it broken. How would I fix this? JB Weld (Epoxy). Does it really
even matter?
