  Yes there is. You need to fill out a form from the DMV that states
historical usage of the plate number. It has to go to Sacramento for approval
(they check if the plate has been reissued) and takes 4-6 weeks. I was told
there was a 90% chance for approval once the form was filled out properly. My
car had been unregistered for 11 years and was approved. Don't forget your
non-ops form or you'll pay a load in back fees.
