footrest?

While yanking the carpet out today I noticed what appears to be a footrest
on the passenger side under the dash. I figure it's so the passengers foot
isn't right on the other side of the firewall. Is this a correct item? If
so, how is it supposed to be mounted? It was just resting there stuck to
the carpet.
