WARNING: not at all technical or even that interesting.
Thanks for all the input.  I went the low tech route and got a magnetized
reacher to pull the nut up.  Between the reacher and a screwdriver I was
able to put the nut in place, Superglue it, and screw in the bolt.  I am now
able to remove the bolt and the nut will stay.  I will keep the bolt in so
the nut doesn't get shaken loose during transport.  I figure at the worst I
will have to do this just one more time.
Simple mind, simple solution!
