I suggest you buy a new pedal from Classic Sunbeam. The originals are
notorious for rusting from the base pivot point (as mine did). Curt's
utilize a very nice heavy duty hinge. You're right about how the rod
fits onto the pedal. It was originally held by a cotter pin with two
steel washers and a fabric washer in between.

SS sells the proper gaskets. There are only three parts to the
washers: nozzle, base plate and round brass nut. When you get the
right gaskets you'll see how it all goes together. You will not get a
proper seal without the right gasket made for the purpose.
