After reading your message , I took a look at the seats from my S III
which are out of the car in my basement. I have found two (one per seat)
brackets which vaguely resemble the description you have provided.
At one side of the seat, where the back and the seat are hinged, is the
handle for disengaging the back locking mechanism so that the seat back
position can be adjusted. The handle engages a ratchet plate. On the
other side of the seat, in essentially the exact same position as the
ratchet plate, is a plate, such as you describe. The plate pivots
through the hole in the long tail. The short tail points down and
forward toward the seat, and in its small hole carries the end of a
large spring (the spring that brings the seat back forward when it is
unlocked), the other end of which is hooked around a flat plate,
rivetted onto the bottom of the seat frame about 1/3 way forward. The
longer tail goes up the seat back, and the top edge acts as a cam
follower, interacting with a 1/2" or so projection on the side surface
of the seat back.
