There have been a lot of suggestions re this but I know through personal
experience that if there is an air leak in the hose/pipe that connects the end of
the vacuum can to the hydraulic cylinder the booster can lock on. This hose
bleeds air into the vacuum can when the brakes are applied allowing the air
diaphram to move forward and actuate the hydraulic cylinder.
If there is rust in the vacuium can this can also cause the problem.
