Flat spot

All this talk about 130hp engines got me thinking of a problem I have
with my highly modified (as described in posts long ago) 115+ hp motor.

From a stop the accelerator has a flat spot in it unless I keep the
rpm's up around 3000 when I release the clutch. If the rpm's are not
at least 3000, then the motor lags badly either until I depress the
clutch and bring the rpm's up or until the motor catches up (kind of
like flooring a cold engine). I am assuming the problem is with
carburation, but I'm honestly not sure. The motor pulls like a dream
between 3000 & 5500 rpm (at which point it starts to poop out). It
loves to be driven hard and accelerates very well except for this
problem. Anyone have an idea as to what's going on?
