Hi Scott,
I have a powdercoating plant in my factory. We coat galvanised sheet steel
without pretreatment, but the metal must as clean of grease and contaminents
as possible.
Mild steel should be cleaned of loose scale, rust etc. If the item is to be
out in the elements the powdercoat will protect it against rust for a short
period, but in the long term I would recommend it is galvanised before
coating.

Aluminium MUST be pretreated to ensure adhesion. The name of the chemical
slips my mind at present but Deoxydene will also work. Available at most
good Automotive Coating stores.

I cant comment on Stainless, but can find out for you.

Capped off steel shouldnt present too much of a problem. The oven should get
to around 190c, with some low bake powders curing in the 140-160c range.
But you may need holes for hanging the item.
