Sounds like the pilot system "idle" is not opperating completely.
Perhaps the progression part is opperating, but the idle is not.
The volume control screw is usually but
not always on the top of WXX carbs.
There are a series of passages that interconnect the top half of the carb
with the base.
If some gasket gook gets into these passages, idle and progression
can get hosed.
Also if you are using the WIP with power valve, be certain that the
diaphragms arent ruptured, and that the springs are present.
As Sergio says could also be a vacuum leak (dont forget the fitting
on the bottom of the inlet manifold).
