The reason for the difference in piping for air and water service is that
water under pressure is virtually incompressible, so when it is under 150
psi of pressure the volume does not change much.  Air, on the other hand,
compresses significantly.  When a pipe, under air pressure fails, a huge
amount of energy is released as the air relieves the pressure and expands,
often ripping the pipe up for a significant length, whereas a liquid filled
pipe will just relieve the pressure with virtually no expansion, failing
locally with a minimum of drama.
