Howdy,
          Here in Madison, this liberal capitol of the midwest, its' 
illegal to have an unregistered vehicle in the garage!!! last fall I 
swapped the Pig body, (76 chevy truck) rusty, for an 82 texas rustfree 
body, got in trouble for having the body parts in my back yard for 1 
day!!!, neighbors called.....and I can't even confront my accuser, they 
take anonymous calls...
         in your case, the polaroids were probably taken by the city, they 
have the right to enter....
