Hey Doug, double check that timing again.  Also,
those are the years of Chev that you gotta shim
the starter to get the right clearance for the
gears dontchya?  Don't assume that the shims you
had in the old starter are the right ones for the
new starter.  Back when I played with chevies,
those were the two problems that baffled me most
often. My starter was, indeed bad, then when I
put the new one in, I used the same shims, but
took three weeks to figure out that the spacing
on the new starter was different.
