On black lines --its  issues of cost, EPA, attitude, manpower, multiple 
courses, tradition, and above all safety! I think we could solve all of these 
issues with the addition of a few cones between  the mile flags. I would even 
bring some, and help set then out! I would like double flags at the 5 mile.
