                Very interesting discussion.  Let me speak for bikes, as
that's where I'm coming from.  My front fender will cover the entire upper
half (180 degrees)of the wheel, cover the forks AND try to direct the air
around the rest of the fairing.  One thing about this on bikes, especially,
is the effects of side winds.    

                Not sure how if that's much of an issue on cars as the air
can't flow "through" the wheel like it can on bikes.
