That's quite a project! Wind tunnels that I've seen used an "egg crate"
structure after the fan to straighten its airflow. You might try that trick.

Neil is right, they are called straightening vanes. Also the propeller should 
be shrouded and a smooth transition from the shroud to the tunnel. The 
straightening vanes should be located at the beginning of the tunnel.
