Exactly, and they require the boxes (MSD) have clear plastic bottoms,
the top placing cars have the tops of the MSD boxes cut off for further
inspection. The TC devices don't have to be in the MSD box or the
distributor for that matter. 

And it's not always for the money, some people just like to cheat, ask
any Frenchman.
