It's easy to see how a bead of silicone with tons of pressure squeezing it to
'001" thick is not a very resilient seal . Some combination of o-rings has to
be the answer . The Hilborn jet cage o-ring bonded to a steel washer works
well with more pressure than a cooling system usually sees . Maybe appropriate
size Hilborn type steel oring ( =o ) or steel o-ring steel ( =o=  ) seals and
oversize water and oil holes . Maybe short tubes with o-rings ( oI Io ) for
the round holes in the block .
