There's also two other possiblities
1) The seat doesn't fit properly and the fuel is seeping between the
seat and the float chamber cover.
2) There's a crack in the cover.
Test to see if it's the cover by removing the cover and turning it
upside down over a container. The float normally has enough weight to
hold the needle shut. Turn on the fuel pump and see where the fuel is
coming from. YOu can also press lightly against the float to see if you
can eventually get it to shut off. It it will eventually, then perhaps
the other suggestion of two high a pump pressure may be correct.
