If you're doing a restoration to bring the car back to original factory 
condition or better, then paint it to the original factory color or as 
close as you can get it with today's paints.

If you're doing a restoration to later sell the car as restored, then paint 
it the original factory color and list it as "restored" to factory specs or 
better.

If you're restoring the car for you're own use, then paint it whatever 
color you want, and don't worry about what the little tag says.

If you're restoring the car to then put it in shows for judging, then read 
the rules regarding restored cars and paint colors.  There should be 
something in the judging parameters/guidelines about how to award or remove 
points for color numbers and paint matching original specs.

If I buy a car and later discover it has altered tags, the tag changer will 
soon be the owner again, one way or another.
