That's not really true Steve.  While the 3way cats and egr (on a 
carbureted engine) reduce NOx and CO, and the air pump reduces HC, 
things like SO2 are purely a result of the fuel, and not controlled in 
any way shape or form by the emissions controls of the car.  Same the 
trace amounts of formaldehide and such.  Nothing controls them, and 
combustion efficiency don't affect their output much.  It seems to me 
that you're mixing up concerns with power plant emission outputs with 
automobile emissions.
