After you get the wheels and tires VERY clean, brush on some sort of
liquid dishwashing soap on the parts that you do not want to paint.
Resist the urge to paint before the soap is really dry!! Spray your paint
and resist the urge to wash off the soap before the paint is really dry!!
Then, and only then, wash off the soap and overspray and you are on your
way.
