OK, so I've since read Paul's post and I defer.  Lots of times a weak
connection will feed a low-load item like a clock or courtesy lights but
fail altogether under a heavy load like the starter.  If that's the case,
your horn probably won't work either.  But could this not be something even
simpler - like a corroding battery cable clamp?  This does not explain
everything, but it's a relatively easy place to start...  BTW, your
voltmeter might not help much here, as it could indicate voltage even with
the fault Paul mentioned.  BTW, what about a faulty ground strap...?
