Section B.11 of my Bentley manual (page 111) and I quote:
"Where a torque spanner is available 14-mm plugs should be tightened to
between 27 and 30 lb. ft. (3.7 and 4.1 kg. m.)."
or if you perfer:
Generic torque spec for gasketed plugs is 25 ft. lbs. and for taper seats is
10 ft. lbs
