Have you tried it without any washer under the cap? In over ten years of 
rebuilding SU carburetters, I never fitted a washer with the plastic capped
dampers as the thread on them is just too short and the material too soft to
tighten them properly. Non of my customers ever had a problem with the damper 
coming loose and the plastic seals up alright as well, so that there is no need
to fit the washer.
