The Fed tax was originally dedicated 100% for the building and maintainence of
Fed highways.  Somewhere along the line about ten years ago congress decided to
change the rules of the game and is now using it to help balance the budget on
other expenditures.

As far as I know, South Dakota's fuel tax is just for maintaining State roads. 
Townships use property tax.  The counties use the license fees and property
taxes.  Some counties have also added a $2 per wheel tax to all vehicles up to a
maximum of $8.  So I pay $8 for my LBC which might travel 100 miles on a county
the road, and the eighteen wheeler pays, you guessed it, $8 for maybe 10,000
miles on a county road hauling grain, cattle, fuel oil, gravel, etc.
