I'm not a lawyer, nor am I familiar with the legal system in the UK but if 
you were in the US and took the rout of removing the car before the inspector 
came you would be running considerable risk of having broken laws with 
respect to the EPA.  I would recommend considerable caution before such a 
move.
That said, anything that can be done legally to save the car is worthy of 
consideration.
