The shelf life of most modern paints is about 2 to 3 years if it's tightly
sealed.
It is definitely not a good idea to buy a little now and then a little later.
You will
in all probability have a mismatch, even if the same supplier mixes it each 
time.

No, lacquer is not the way to go.  Lacquer is hard and brittle thus chips 
easily.

Modern paints are going to be either acrylic enamel or polyurethane.  Both are
two part paints, as to each uses a catalyst.  The big advantage of both is that
after
they cure, about one day, you can color sand and rub them out thus getting rid 
of

any imperfections, sags, or runs if not too bad.  This of course applies to 
solid
colors
not metallics.  If you're going to shoot metallic then you'll want to clear coat
so as to
be able to rub them out.  Note though that it is not necessary to rub either one
out
as you can get a perfectly acceptable paint job without this step
