The key-cutting shops I have used in the UK mostly want to see some proof
that you own the car you are getting a spare key for; the situation you
describe may be one reason why. The shops in the USA never ask.

Most of the Minis in the world have door locks that will open with any Mini
door key (or even a screwdriver or pocketknife blade). It appears this is
the fault of the design plus a bit of normal wear. I keep abreast of this
development in my cars and rebarrel the locks when they get this way.
