In regards to the building itself if it is on a slab, then the area
under the slab needs prior preparation.

The best and most even, but expensive, heat system is hot water laid
into the slab.  Baring that, then there should be a crushed stone or pea
gravel sub base covered with foam insulation before the slab is poured. 
Otherwise you'll have a cold floor.

Blake with a cold floor and rubber mats to stand on.
