You hook a couple of loops of brake line up to the outlet ports, run one
into each reservoir, fill the cylinder with fluid, and operate the plunger
until all air bubbles disappear. This way you know for sure that there is no
air trapped inside the master cylinder.

PS most rebuilt M/C's I've installed come with an instruction sheet for
doing this.
