O.K.  I see the block was bored .060 over and you have a new crankshaft.
The main bearing caps all have the arrows pointing toward the front which is
good.  I'm sure you checked all the bearing to see that they matched the
main size of the crankshaft.  I'm assuming you don't have any of the pistons
installed right now and your only turning the crankshaft in the block?

Was the block line bored?   You could have a bent crankshaft!  More than
likely I think you have an oil hole on the crankshaft journal that was not
deburred and is gouging a bearing or a bearing isn't seating properly in the
notches and is binding?  You'll see the problem when you remove the caps and
look at the bearings.

I just love those 283!!!  I had one that went through 3 vehicles and never
skipped a beat.  I'm building me a .060 right now with some 194 fulie heads,
Roller Rockers, double roller timing chain, high volume oil pump, 480 Magnum
Comp Cam etc., to run me up and down the mountain on my hunting and camping
trips.
