Tom:
One option would be to replace the exterior vented cowl panel with a solid
one. That would smooth out that area and cover up the rust holes beneath so
water would never get in there. Of course, if you want to keep the fresh
air vents inside that would not work so well. Maybe you could mig weld the
holes from below and the seal with POR-15 from above?
